In Dak Lak, from 2012 to the end of 2015, the Vietnam Cocoa Coffee Association has provided support for coffee farmers to produce 6,255 kg of seeds and 111,400 new varieties of coffee. elective. Through the Public Private Partnership (PPP) program, Nestle Vietnam Co., Ltd. also provided 50% of the cost of seedlings to farmers who need to replant.
However, according to the Standing Board of the Central Highlands Steering Committee, the re-planting of coffee trees is still too slow while the target set for 2020 to re-plant 200,000 ha.
Cause not only at the stage of production organization, lack of investment capital but also due to limitations on technical solutions, not meet the actual demand. Coffee production in the Central Highlands is still small, with more than 85% of production being directly managed by farmers.
Therefore, the review, re-evaluation of the quality of the garden, statistical area of garden is not enough. The majority of coffee needs to re-farm mainly in the household, the main source of income of the family. According to the re-cultivation process of 2 years of land improvement, 3 years of basic construction will affect the income and livelihood of the household for a long time. Therefore, farm households in the Central Highlands are not brave enough to re-farm coffee.
According to the regulations of the State Bank of Vietnam, one of the conditions for borrowing capital for re-cultivation of coffee is the organizations and individuals named in the list of re-cultivation of coffee certified by the local authority as the basis for the organization of the examination. lending. Until now, the compilation of the list is still slow, even some districts in the provinces with coffee in the Central Highlands have not been deployed.
The credit loan program for coffee re-introduction is still not attractive due to low loan limit, loan disbursement progress according to the progress of implementation does not meet the needs of farmers to invest in re-cultivation, Create coffee gardens (the maximum loan is only 150 million VND / ha, disbursement is 2 to 3 times).
Many places have not yet been issued with a certificate of ownership resulting in the determination of the value of the collateral and the performance of the mortgage contract is very difficult.
In the Central Highlands provinces, there is a need for a specific mechanism for re-loaning coffee trees in accordance with the actual situation of each locality as well as setting up a coffee price stabilization fund to ensure profit for growers.
The State Bank of Vietnam also needs to adjust and supplement the loan modalities of reforestation and coffee moderation in line with the actual needs of coffee farmers in each area. Consider and settle both re-lending and livelihood lending simultaneously to help the households stabilize their lives.
In particular, the disbursement of capital by two to three times does not meet the needs of the household.
